A diminutive twice over
French built Charlot from Charles, then added the feminine -otte on top, so the name is a small form of a small form. Charles itself is the Germanic karl, a free man or simply a fellow. Queen Charlotte, married to George III in 1761, put it into English use; Charlotte Brontë kept it there; and Princess Charlotte in 2015 sent it back up the registration tables. It now sits second in the United States and in the mid-twenties in England and Wales.
Where thirty-nine comes from
C is 3, H is 8, A is 1, R is 9, L is 3, O is 6, the doubled T is 2 and 2, and E is 5. H and R between them are 17 of the 39, and the pair of T letters adds only 4 for two whole letters. Do Charlie and Lottie give the same numbers?
Neither does. Both are shorter strings with different letters, so each has its own total. Charlie comes out 2, 1 and 5 on this same table.
Why do the two T letters count so little?
T sits second in its row of the table, so it is worth 2. Two of them add 4 between them, less than the single H at 8.
Is the French Charlotte counted differently?
The spelling is identical in both languages, so the English table gives the same three figures. Only a change of letters changes the result.
